Wanted to run North along the West side of the Ohio River  starting in Steubenville, Ohio.
Initially it was  to run to East Liverpool, OH; but seems to have been cut back to Empire, a village North of Toronto. Yet Toronto is used in the name of the railroad
Strange doings, indeed,
In fact it was never built.

The scheme was by the Pennsylvania RR but used the Wheeling & Lake Erie RR as the promoter.
Incorporated in 1902 and seems to have died 1907 by not being born.
